what SID should be provided for adbldxml.pl with 19c database in EBS 12.x

For rebuilding context file on database node - the script adbldxml.pl asks for SID. Which SID is it asking for - as 19c uses service names - is it the CDB or PDB? Why has Oracle not updated this procedure documentation to reflect this? We also still see a number of database notes that do not distinguish CDB or PDB when running scripts as sys.
