Pre and Post upgrade doubts

Hi Team,
Can you please provide the input for the below query.

We have upgraded the Siebel application from 8.1.1.10 to 21.5, below steps has been followed

Fresh installation of Siebel 21.5 on new RHEL7.9
Database copy from 8.1.1.10 Siebel 11 G and upgraded to 19C database.
Done Database upgrade on top of this 8.1.1.10 DB copy 19C.


Is workflow deactivation before starting the upgrade and activate post upgrade is required or not for 21.5.
Is PostInstallDbSetup setup is required post upgrade?
IS PostInstallDbSetup is required for both DEV (DR) and UAT/PRD (RR) environment.
How to run the PostInstallDbSetup on Linux environment.
Is PostInstallDbSetup is need to run before the workflow activation steps?
