Why are Gl JE batches reverting to an "In Use " status (9.1.4)

We have an unusual situation whereby a user has indicated that their batches(Journal Entries) are reverting to an in use status with no intervention from them.
This user can only create the batch, they cannot post it or approve it for posting. The batches are created in a pending status and an approver approves and posts them.
The user has said that sometimes they go back into the batch through the General Journal review (P0011)when it is in a pending status to review or make changes to the entries, and then they exit the application normally. I have tested this extensively but the only time the batch stays in use is when someone is in it. The problem is the user now has to contact the approver who is in a different time zone to reset the batch to approved if corrections have to be made, thus making the process cumbersome. Granting this user access to reset
