any one see start mgmtdb issue while patching the latest 19.12 grid home?

Our 19c grid does not have mgmtdb installed, however, the grid 19.12 post-patch check failed on the second node.  the grid patching was successful in the first node.  here is the error message.

2021/09/25 21:32:16 CLSRSC-180: An error occurred while executing the command '/opt/app/19c/grid/bin/srvctl start mgmtdb -n oel3-lab'
2021/09/25 21:32:17 CLSRSC-490: Starting the Grid Infrastructure Management Repository database failed.

Can we exclude post-patch check for mgmtdb in opatchauto command?   Thanks
