How to Make DFF attribute Mandatory through special value set

in Payables and Cash Management - EBS (MOSC)
Hi, We are using Oracle 12.2.9 version.

Module - Payables

Invoice Workbench

Header level.

we have a requirement where we have to make one DFF attribute as Mandatory and it should list of values from table. Hence we want use Special value set.

Could please help us to provide steps to create a "Special" value Set for above requirement.
