ORDS Install on Weblogic - SEVERE ORA-01031: insufficient privileges

in PL/SQL (MOSC) Question
Hello Experts,
While trying to install ords from oracle weblogic server (java -jar testenv.war install advanced), getting below error despite the user with which I am trying to install has sysdba privilleges.

Could you please suggest what is the possible cause, also no more logging then this error. DB is 19.7

Error - 2021-09-27T14:24:30.708Z SEVERE ORA-01031: insufficient privileges
