Capturing Covid information on the Health Card

We are on PeopleSoft version 9.2 and not using a cloud solution.  We are looking for a way to mass upload Covid vaccination & testing documents.   Has anyone been able to do this?  We will be applying image 39 next month and the PRP 224044 that offers access via Self Service, but not all of our users have access to our system since it is only available inside our network.
