Modifier based on Master Pack Carton

We enter the master pack quantities in Inventory under Internal Volume on Physical Attributes.  We would like to create a modifier that will discount the items based on Master Pack quantities ordered in Order Management.  

For instance if they ordered an item that has 40 each in the master pack they would receive a discount.  

However, if they ordered 48 they would only receive a discount for the 40 but pay full price for the extra 8.

Is that setup even possible?
