NMI watchdog: BUG: soft lockup - CPU

I received the "NMI watchdog: BUG: soft lockup - CPU" error from a Red Hat Enterprise Linux Server release 7.9 (Maipo) server. There is a single instance ASM version 19c running on the server. The error stack trace contained the following information:
