11gR2 sqlnet.ora profile parameter ALLOWED_LOGON_VERSION_SERVER

Dear All,

We are using 11gR2. We are going to upgrade to 12cR2 database. OS is OL7.3.

On of pre-upgrade log recommended actions is:
 + Switch off Exclusive Mode prior to the upgrade.
We read about this issue.

Document Doc ID 2310808.1 instructions to change both SQLNET.ALLOWED_LOGON_VERSION_SERVER value & user Accounts with 10g Passwords are all expired (ALTER USER username PASSWORD EXPIRE).

We wanted to change ALLOWED_LOGON_VERSION_SERVER to a value less than 12, but 
sqlnet.ora file (11.2.0/network/admin/clone_clonedb/sqlnet.ora) profile parameter ALLOWED_LOGON_VERSION_SERVER does not exists.
