Lot/Serial Substitution not working for allocated serial/lot in WMS

we created/approved Move order. Assigned lot and serial for different items on MO lines
Now approve the Move order and transact that MO.
when we try to pick using WMS, Press F4, it is not allowing me to change the subinventory /locator is my serial/lot is allocated.
it should allows me to select other serials

what is the logic behind this
