Getting ORA-04031 while creating new instance on blank oracle database and fresh OS/Hardware

Hello,

I am trying to create instance or fresh oracle install of 19.9, on a fresh OS (no other software installed but only oracle and related dependencies).

But while creating database and product infrastructure such as views and tables, I am getting error ORA-04031.

At this moment, SGA_MAX_TARGET is about 700MB, which it is complaining should be higher than this. But when I try to set it instance is not there, so how to fix it.
