How is NetServiceHandler controlled?

Need documentation on NetServiceHandler.

After upgrading test RAC database from 12c to 19c, with Multiple appsTier Nodes need to be able to remove
(LOAD_BALANCE=YES) (FAILOVER=YES) from tnsnames.ora, but unable to find the correct CONTEXT_FILE variable.
