Staged integration user setup for Oracle Global trade management access over REST API

in Oracle Global Trade Management (MOSC) Question
I am trying to access trade transactions using REST Api from OTM. As per the documentation , in order to use basic authentication we have to have the user in OTM setup as Staged integration user. Appreciate if someone help me how to configure Staged integration user
