When do the latest deductions appear in the Fluid Benefits Summary once configured in Ben Program?

We are in a non-production environment, which is a new copy from our production.  We have PUM 39, Tools 8.57.20. 

We've configured the Benefit Program to 'Show Latest Deductions' within Additional Summary Configuration, and set up proper security to the pages, but the section on the BEN_SUMM_DTL_FL page doesn't display the grid which has the latest deduction and ER/EE widget with the split costs.   That whole section does not appear when you click Review for the respective card.  The top section with the plan details displays, however.

In 4 previous rounds of testing, we've seen these display and have the same configuration.  The only difference is that our prior non-production copies had payrolls tested and confirmed in them.  I am wondering if the fact we've not yet confirmed a payroll (PNA) in this non-production environment is the reason we are not yet seeing the deductions.
