Unable to claim and enter balances for Rec in ARM

Hi everyone, as a prep for our upcoming upgrade project, we wanted to test migration from 11.1.2.4 to 11.2. We have successfully completed ARM config and Admin tasks in 11.1.2.4 but when we create an AD user as a preparer (added the user in to preparer's teams defined in profile) and trying to claim the rec, we don't see any claim button in Rec manager page and even when we try to reassign the rec as a admin, the claim button is not visible for preparer. 
Since we gave the option to enter balances manually, we would like to enter balances manually as a preparer and submit the rec. Can some one please help?
