R77703 Canadian Payroll History Audit report

I am just wanting some clarity on how the R77703 works. I read the note in Doc 2557054.1 but there are still a couple of questions. The notes indicate that the UBE clears the F77703 when it is first kicked off and then again when the report is generated. But is also indicates that if there are records that were not corrected from previous years they will also show up on the report. My question is how/when are records left in the F77703? It seems like the table will always be empty.
A user has run the report recently for various months and there are details appearing in the reports. But there is nothing in the F77703 table so this is what made me question how details could be left in the table.
