EM13 Database Install Failures

OS: Oracle Linux 8.4
DB: Oracle DB 19c

I have been trying unsuccessfully to set up the database component for a new installation of Enterprise Manager Cloud Control using the Oracle templates. The first issue I get is a "ORA-65093 multitenant container database not set up properly", and then after selecting Continue I get "Recovery Manager failed to restore datafiles" with the log showing "can not create datafile 1" which is system01.dbf.

I'm only guessing at this moment that the potential failure to create the datafile may be related to the first failure with the container database, however the documentation for the templates doesn't describe anything about using it or if you need to set it up in the first place. Is there something else I'm missing?
