HP Proliant DL380 Gen10 hangs when installing Oracle Linux 7 Update 9

I am attempting to install Oracle Linux 7 Update 9 to a HP Proliant DL380 Gen10 server. It is on the approved list. I have tried the default installer, safe graphics, as well as text only using 'inst.text' on the boot line. It would hang at the starting 'Plymouth' before and I found an Oracle Support ID (Doc ID 2701565.1) suggesting 'inst.zram=0' and that got me a little farther, however, now it hangs at 'Starting Login Service'. I also found a suggestion to Enable SW RAID - enables the embedded chipset SATA controller for the HPE Smart Array S100iSR Gen10 SW RAID @
