In JDE, When R34410 is run the Schedule is released,

in JDE, When R34410 is run the Schedule is released, last released PO number is updated with the Blanket Order Number. Is there any reason why some times it does not create new PO number because the Last Released PO stays as Blanket Order Number. Is there any set up that is missing to release a new PO. There are very few SRS documents available on support site and I went thru all of those, and could not find an answer and hoping to find here.
