Upgrade plan from 12.1.3 with 12.1.2 to 12.2.10 with 19c

Hi,
we plan to upgrade our env that consist of:
apps server - 12.1.3 linux , db server- 12.1.0.2 linux
to ;
apps server - 12.2.10 linux , db server - 19c.

1 upgrade path:
upgrade the app from 12.1.3 to 12.2.10 and than upgrade the db from 12.1.0.2 to 19c.

2 upgrade path 
upgrade the db from 12.1.0.2 to 19c and than upgrade the app from 12.1.3 to 12.2.10 


any pros and cons on each path ?
I recommend on 2nd path.
