How to release a manual hold

Hi.
I have defined a hold source to apply MANUAL HOLD to a customer. I see that the hold is applied and am able to release the hold. In the backend, RELEASED_FLAG is N (oe_hold_sources_all) for this sales order but in the frond end application I see the hold is released. Submitting Workflow Background process didn't help. Any ideas please why the flag is N instead of Y?
