Once PO gets created, any way to send the notification to a particular user

Is there any Oracle seeded way to send the PO creation notification to a particular user, once the PO gets created in the system?
I know, it can be achieved by creating Alert or workflow change. But I need a better seeded way.

Please suggest if any.
