Financial Account Tile on Student Homepage

I am investigating an issue where the Financial Account tile on the Student Homepage is not accessible to a former student.  The tile works as it should for others, but the student in question only sees the tile with this message:
To access this information, contact the Bursar's office to complete your account profile.

I suspect this is a data issue.  Does anyone have suggestions on what to look for?
