timestamp not formatting correctly when running through dbms scheduler

I have a process that logs specific events in the instance. when ran from current session it works fine. When excecuted through the scheduler it is not formatted correctly. I assume its how SYS session is interrupting timestamps. I have tried many things but cant figure it out. I asked a few developers and they have not been able to figure it out but they also have their own stuff to work.
Im running 19.11 standalone on linux redhat

the set up. you should be able to copy and paste and run almost everything accept for the email but the dbms_output will show the malformed output
