What do you name the segment for PSD taxes in the Cost Allocation Flexfield

We need to withhold PSD for Pennsylvania. Currently for other taxes we have the Cost Allocation Flexfield segments Oracle documentation tells us to have for local taxes. The documentation says name must be correct. But it only has names for:
  State Code
  County Code
  City Code
  School District Code

What is the correct name for PSD? Does PSD even work in costing this way?
