How Does Synch Between PA_AGREEMENT_VERSIONS and PA_AGREEMENTS_ALL work?

We're on EBS 12.2.7 and we just found out there is a new table PA_AGREEMENT_VERSION and it's supposed to sync with the PA_AGREEMENTS_ALL table per note #2810723.1.  How does this work?  If we update the version table what causes it to sync with the all table?
