State Tax Distribution

We're attempting to set-up a state tax distro for a MI resident working 60% of the time in PA.  His tax panel reflects him being a MI resident for state income tax purposes but PA for Unemployment and Local.  His state tax distro shows a 40% MI/60% PA split but only MI taxable wages are showing on calculated check.  We're expecting to see 100% MI wages and 60% PA wages which is not happening.  Thanks in advance.
