In Framework folder, Can we implement pagination on files without configuration changes

In Framework folder, Can we implement pagination? based on the chosen value the number of files will be displayed.
I know the same can be implemented by putting FldDefaultFilesLoadCount parameter value in config file.
Is there any other way of doing that where no restart of application server is required.
