1099 ESU for JDE9.0

We are in JDE 9.0, A/P team used to run 1099 process within JDE but stopped in 2018. Business wants to run this process in JDE now. Do we have to take all the 1099 ESUs from 2018 till 2021? Is Oracle providing 1099 ESUs for JDE 9.0?
We are in middle of upgrade to 9.2, takes 6 more months to go live into 9.2
