Importing Grades from Flat File

We are looking for a way to import grades from Blackboard Learning System.  Specifically our plan is to export grades to a flat file from Blackboard, and load them into Peoplesoft.  Our instructors still need a way to review and finalize them.  Has anyone set up a process similar to this?  We are unable to use SAIP and need a custom version.
