A payment stuck somewhere and it needs to be freed

I have a payment in testing instance and it is stuck somewhere so that we can't move on with out testing.  Here is detail information:

-  payment is a quick pay for Federal IPAC so it uses a special payment instruction
-  the payment is voided 
-  the payment was picked up the payment process somehow
-  the payment batch status is formatting and can't be cancelled because of this payment
-  we can't use the payment instruction anymore since it is occupied by this payment

Since it is in testing instance, we can change any status by SQL to free it.  Please advise what I can do to free it, either from Apps or from SQL.
