Creating a subinventory transfer from a project driven locator to a common locator

in Inventory Management - EBS (MOSC) 1 commentAnswered
on Oracle EBS 12.2.9. Within Oracle forms I am able to create a subinventory transfer from a project locator to a common locator. However, When using the MTL_TRANSACTIONS_INTERFACE table to do the same thing I get the error below. Why can I use forms and not use the API?
