12.2.10 - Budget approval error

We just upgraded to 12.2.10 and are getting following when user approves cost budget using Budgetary Control against Approved Cost Budget we are getting below, anyone run into this?  Is there a known list of bugs for 12.2.10 for Projects modules?  Next step is Oracle SR, but your input is appreciated!

Budget baseline failed due to budget interface failure.

ORA-01400: cannot insert NULL into ("PA"."PA_BUDGETARY_CONTROLS"."TASK_ID") in Package PA_BUDGETARY_CONTROLS_PKG Procedure insert_rows
