Reporting on all Users, Roles and Permissions

I have Oracle DB Standard and eEnterprise Version 19c. I'd like to create a report to review all permissions granted to user/roles across my DB estate. I'm looking for an enterprise approach/product rather than scripting as I need to do a large cleanup on these permissions. What within the Oracle product suite might do this? Is Oracle Database Vault the product for this?
