What is the difference between list qualifier and line qualifier in Modifier

I would like to know 
When we create a discount Modifier in Oracle
We had Header level - List Qualifier and Line Level - Line qualifier to apply
What is the difference between these two qualifier. 
Is there any document which help to understand how to use it.
