Is there a setup related to how Backorders are released ?

We have two types of orders external and internal the external numbers are set to be higher than the internal numbers so I think the back orders get fulfilled by order number not necessarily by first ordered.  Is there a set up that the backorder fulfillment can be changed to reflect date of order so oldest order gets fulfilled first ?
