FFCRA Reportable Amount

In Oracle Doc ID 2726203.1 Item 4 references a "clarification on Sept 1" that the FFCRA leave amounts reporting in Box 14 should show the Taxable Gross wages Not the Gross Pay.

I cannot find the clarification referenced, Can anyone point me in the direction of where the clarification is at so I can share it with my Payroll Managers and CFO's?
