Is it ok to create a ledger only, then add a business group and operating unit later after go live?

We have a need to start using a ledger but we are not ready to implement subledgers yet. There are also no employees at the moment but we will have some in the future. Is is ok to implement a ledger and use GL only for now, then when we are ready, define business groups and OU then tie them to the ledger later? Do you see any problems with this?

I believe it is ok as long as we don't need HR, employees or any subledgers. GL is independent from OU and business groups.
