Error while setting up shipping network

Hello, 
I am setting up a shipping network between 2 organizations that belong to two different OUs. In this setup, there are few accounts that need to be setup. I setup the transfer credit account. After that there is a Purchase Price Variance account. In this account, there is one segment for which I am getting "No entries found for List of Values" error. 
I am a little confused. Because for the same segment, I had value in transfer credit account. So why is it happening that for one account I am getting the segment value and for the other I am not getting it in the LoV?
