Bug fix patches NOT in quaterly patchsets

I am on 19.12 Exadata.

I was told in class as they touted the new Oracle 18/19/20 naming schemes that the silliness of applying a bunch of one-off patches was over. Each quarterly patch would be a cumulative security/bug fix patch. I cheered! I cheered hearitly

Today I am installing a one-off bug fix patch 31602782 on my currently patched 19.12.  I ran lsinventory to confirm itis not there

The notes say "The fix for 31602782 is first included in 20.1.0"

What? 20? Why will it not be in 19.13???

What is the point of quarterly security/bug fix patches if you don't include the bug fix patches?
