PeopleSoft HCM PUM Image 39 - NACHA Security Changes

I've tried multiple times to open a service request, Oracle must be having issues.  Let me try here: We had previously applied the NACH Data Security update and things were working fine.  This weekend we applied PUM Image 39, and today noticed that Payroll couldn't see the unmasked data.  In one of our test databases we ran the encryption process again, and that is definitely what we should have done (it encrypted the masked data).  New entries have been entered by employees since we installed PUM Image 39 this weekend, so we now have mixed data.  Has anyone had this
