unable start apache service

in EBS on Oracle Cloud Infrastructure (MOSC) 2 comments
We  have build the cloned Environment , EBS version (12.1.3) and database ( 12.1.0.2).
 RHEL (7.5) .  post clone  completion , Apache service  are not getting started  even though we have applied the work around  as per "578001.1" ,  observing  below error 

ora/10.1.3/Apache/Apache/bin/.apachectl startssl: execing httpd
