BI Publisher alignment issue when exporting to .xlsx

BI Publisher 12C Enterprise 
Used the MS Word plug-in to build the template.
Simple three column report with headings and page breaks.
I am executing the report manually. 
After the report is complete and I choose  EXPORT,  PDF  the columns  align under the headings perfectly.
If the report is exported to .xlsx  the columns shift (left) and do not align under their headings.
Attempted to edit the .rtf and  shift the columns but seems to have no effect on .xlsx.
Any and all suggestions appreciated.
