How to re-org the BLOB in FND_LOBS table in Oracle e-business 12.2.7 and DB 19c.

We have around 2.9TB blob in FND_LOBS, what is best way and strategy to claim the space. I tried alter table move blob, it takes 38 hours. Please help us to cutdown the maintenance window around 20 hours, and let us know if there is any other way to quickly re-org the FND_LOBS.
