Licensing Weblogic on AWS EC2 Instance with reduced number of cores

I'm looking to deploy the current version of Oracle Weblogic Enterprise Edition on an AWS EC2 instance.  The Weblogic deployment requires a large amount of memory so we have chosen an EC2 instance type with a large memory allocation and 8vCPU .  The EC2 instance comes with more vCPU than is required.  We can reduce the number of assigned vCPU from 8 to 3 with no impact to the performance. From a licensing perspective do we license the system for 8 vCPU as that is the potential capacity on the device or the 3 vCPU as that is the assigned custom quantity?
