ORA-12547: TNS:lost contact after Upgrade from 12.2.0 to 19.3.0

this is my very first Post to this Community, so i hope you understand my Problem.
We recently updated a Test-Instance from 12.2.0 to 19.3.0.
On the Preinstall Check, the shmall Parameter got a Warning:
So, we had to ignore this Warning, because other Instances were Up und Running on this Machine. ./runInstaller and ./dbua went well.
It is possible to connect to the Instance - it is up and running on 19.3.0.
But here is the Problem:
On the Machine locally i am not able to connect via sqlplus / as sysdba. Output is the following:

OS Kernel Parameter shmall:<br>Expected Value: 66004050<br>Actual Value: Current: 52803241; Configured: 52803241.So, we had to ignore this Warning, because other Instances were Up und Running on this Machine. ./runInstaller and ./dbua went well.
It is possible to connect to the Instance - it is up and running on 19.3.0.
But here is the Problem:
