Component Pick Release should not create move order if any single component is not available

Is there a functionality in R12.5.7 where Component Pick Release can be stopped to create move orders for available components if even a single component is not available? Customer is facing lot of issue since they realize after the machines are setup that they cannot manufacture the assembly since one component is missing.
