Custom workflow and AME and effective date of transaction type

Hello

We are using custom workflow and custom AME transaction type in different  module of E-Business suite.    What is importance of updating effective date when we make change in AME?  Do we always need to update effective date whenever we make change in AME?   One of our custom AME transaction type has blank effective date.  Does AME transaction type with blank effecive date work normally?    If someone can share their view/advise, it would be great
