PSHUP_TXN_STATUS not updating on PSHUP_TXN

A custom process is inserting two earning code rows per employee into the PSHUP_TXN table.  Both rows are loaded to the pay_oth_earns table when PYLOAD is ran.  Only one of the two pshup_txn_status's is updated to an 'I'.  The other row, even though it's processed successfully into pay_oth_earns, keeps the pshup_txn_status of 'A'.  The row is missing the page number, line number, etc as well.  Any ideas on what is causing the issue?  We are on hcm 9.2 PUM 39.
